Frozen Head State Park, Wartburg TN; free entry, reached from the Panther Branch Trailhead in about 0.6 miles on an easy path with wooden steps down to the base. Debord Falls is a 12-foot plunge waterfall on Flat Fork creek, named for an early-1900s logging family. Multiple guides describe a shallow pool at its base that's popular for wading and swimming, especially for kids, with clear, cold water, and visitors can crouch behind the falling curtain of water. The hazard that matters is slippery rock on the approach and pool edge, plus cold water year-round. Swimming and wading are permitted in this day-use state park area; there is no documented cliff-jumping culture here given the falls' modest height and shallow landing pool.
