This is the cliff-jump area at Millers Pond State Park in Durham, CT: take Exit 11 off Route 9, head west on Route 155, turn left on Millbrook Road, then bear left onto Foothills Road to the park's small free parking lot, which reportedly fills quickly on summer weekends (roadside parking is enforced against). From the lot, hike the trail roughly five to ten minutes to an opening where Millers Pond comes into view with cliffs visible across the water, then continue a few more minutes to a fork marked by a white arrow. Reported jumps run about 10 and 20 feet, plus a roughly 25-foot ledge that needs a running start to clear brush below. Swimming is allowed, but park rangers have reportedly discouraged cliff jumping here.
